Make sure that the title of your websites pages is also in the page content itself. Take this page for example, the title of the page is "Internize - Free Hints and Tips and Information on SEO and Website Promotion Guide". This text is repeated in the content, the "Free hints and tips and information on SEO and website promotion guide" words are in the <h1> tags of this page and the words are also in bold all the way down this page.
This goes for all the keywords in your Meta tags and also more importantly in the description, all the keywords that you have must also be written in the content and all the words in your description meta tag should also feature somewhere in your page content.
Your Keywords should also appear in your h1,h2,h3,h4,h5,h6 tags and also in your image alt tags.
These keywords should be words that users will type in the search engines to find your site, Don't repeat the same keyword over and over again in your Meta tags. Incoming (and outgoing) links are important in making your website rank highly in the search engines but not just any links, .gov and .org links mostly have a good impact and websites with a higher page rank than yours will also help as long as they are related to your website. So for example a website that is aimed at SEO should try and link with other higher ranked search engine optimization related websites.
If someone who is searching for SEO information reaches your website they probably aren't going to be interested in pet food links so out going links that have no relation to your website probably won't help your users either.
There is a lot of discussion from SEO's going on at the moment about whether reciprocal links are still a good way of improving your ranking as the search engines are looking out for people that are simply exchanging links solely for the purpose of improving their websites ranking. One good incoming link from a high ranking website is probably better than 10 reciprocal links exchanged with other none related sites. Saying this though the more links that you have coming to your website the better so in my opinion you should still swap links with other websites although this is open to debate.
One way to get a lot of one way incoming links is to join lots of forums and add your website's link into the signature and then just join in on the conversation.
Another thing to watch out for is the amount of links on the page that your incoming link is placed. Avoid having your link placed if the page that your link will go on is just plastered full of links.
When you submit your website to Google or Dmoz it is checked by actual people so make sure you have a page that clearly states who you are with contact details and such. You should also have a clear privacy policy page accessible from your home page.
When trying to optimize your website the age of your domain is important to Google so when making your website consider using a domain that is already registered that has been online for a while.
Have a clear privacy policy so that your website can be trusted, also make sure that you have a Site map that has links to all your pages in the one place, accessible from your home page so that the search engine crawlers have an easy job of finding all your pages. If you own other websites don't add too many links between them as the search engines might see this as a way of cheating.
Although updating your website with new content is good, changing your existing content often is bad as it may be seen as a manipulation tactic.
Do not fall for these SEO company's that are offering a number of back links for a price, the pages are often of a low rank, won't be related to your website and won't help your search engine optimization efforts. If the search engines see that one day you have 20 back links and the next you have 2000 it won't go in your favor. Also some of these links could be to or from bad neighborhoods such as linkfarms or similar.
Make sure that when making your websites pages they are under 100k in size so that the load times are short and they can be easily crawled by the search engines. This is also a good habit as the users of your website will get frustrated if the page takes a long time to load.
If you can submit your website to dmoz, best of the web and Yahoo directory this will help your cause. These are human edited directories. (the extra exposure can't hurt either!)
Don't submit your websites more than once as this may be seen as spamming and could result in your website being banned. The best way to get your website indexed by the search engines is to get incoming links from websites that are already indexed. It's quicker to let Google find you than it is submitting your website (although submitting a sitemap to Google is a good move).

When building your incoming links it will help if you offer useful or humorous information, free downloads or other things that your users will value and appreciate. If your website is useful you will have no problem with building your back links. Also show the credibility of your website by linking to other well known, useful related websites.
When first choosing your host make sure that the servers I.P. address your website will be hosted on has not been black listed otherwise your website will not be included in google's search engine through no fault of your own.
You can use this useful tool that Google provides to see if your website has been penalized. Just copy the following URL into your browser and change the part in green to your own.
A lot of SEO companies will tell you to make sure that you don't have duplicate content on your website or two pages that are the same for example www.internize.netau.net and www.internize.netau.net/index.php. This is a myth and Google will know if you have two pages that are the same and will choose one. You won't be penalized for this although it may not go in your favor if you copy from someone elses website. If you are worried about duplicate content or you think that you may have been copied you can use copyscape.com to check.
Use a robot.txt file and the robots meta tag to stop the well behaved search engine crawlers from reading pages that you don't want them to, for example.... Any pages that you use for testing your website or pages with a lot of outgoing links.
